Startup Qatar Investment Program offers tech startups up to $5.5M to relocate and scale
Qatar Development Bank's Startup Qatar Investment Program now offers up to $5.5M per company on its GROW track and up to $1.1M on START, plus licensing, visa and R&D support.

DOHA — Qatar Development Bank has opened its Startup Qatar Investment Program with cheques of up to $5.5 million per company, the largest headline figure attached to a Gulf state attraction scheme for foreign tech startups this year.
The program runs two milestone-tranched tracks. The GROW track offers up to $5.5 million for scaling companies, while the START track offers up to $1.1 million for earlier-stage entrants. Funding is released against milestones rather than as a single upfront round. Alongside the capital, participating companies receive licensing fee waivers, workspace, visa support, research and development grants and market access assistance.
The structure signals how Doha wants to compete for startup relocation against Riyadh and Abu Dhabi. Rather than matching headline fund sizes, Qatar Development Bank is bundling capital with the friction points that actually slow a foreign company's entry, namely licensing, visas and first customers.
The milestone-tranching also matters. It gives the state program ongoing leverage over delivery and gives founders a predictable, if conditional, funding path. The trade-off is that companies accept government-defined milestones where a conventional round would leave the roadmap to the board.
Watch how many GROW-track companies are announced in the first cohort and which sectors they cluster in, since that will reveal whether the program is a broad net or a targeted industrial policy tool. Waya first reported the program details.
