DUBAI — MetisJean has launched with a $3 million (AED 11 million) pre-seed round and a product it calls Jean, a sovereign AI operating system aimed at the UAE's public and private sectors.

Jean is deployed on customer infrastructure rather than in a vendor cloud, a design meant for governments and regulated enterprises that cannot send data outside their own environments. The company claims a 90 percent reduction in token usage in benchmark tests, a cost argument as much as a technical one.

The startup is led by founder and CEO Alex Haywood. The pre-seed backers were not named in the announcement, and the company declined to identify them.

The launch fits a broader pattern in the Gulf, where sovereign AI has moved from policy language into procurement. UAE entities have spent the past two years building national AI capacity, and vendors that run entirely inside customer walls are positioning for the contracts that follow.

MetisJean is already raising a $5 million (AED 18.4 million) seed round. Watch whether the seed closes with named government-linked investors, which would confirm the sovereign positioning is converting into anchor backing. Also watch for the first announced public sector deployment, the real test of the on-infrastructure pitch.

Bahrain Moments first reported the launch.
